I am visiting the US next month. Can I buy an iPhone (without contract) and use it in the EU? What would be the best place to buy an iPhone without contract? The apple store?

You need to buy unlocked. Craigslist might get you some.

Most new iPhone 4 are NOT unlocked and cannot be software unlocked at this time.

Most, but not all? Is there a store that sells them unlocked right out of the gate?

All iPhone are sold locked in the US.

Some earlier versions with specific set of firmware can be software unlocked (such as mine).

Even if you were to buy one here in the States, for it to work in the EU, it would have to be the AT&T version (GSM) instead of the Verizon (CDMA)... but as has already been noted, it's locked, so it wouldn't do you any good either way.
