Hi, does anyone know how to by pass Apple Server to install 10.13.0?

I need to stay on 10.13.0, not 10.13.6. I have 10.13.0, 10.13.1 full install files. I tried so many times to install, but I got 10.13.6 every time. The issue is it will connect to Apple server to update it to 10.13.6 during the install process. So even I have the 0 or 1 version full install files, it won't actually use it to install, it will download the 6 version, it took longer time to finish and no way to got 0 or 1 version eventually. If I turn off wifi, I will get error messages and it won't install.

Is it possible to install 0 or 1 version instead of 6?
