I'm just curious if I don't have something setup correctly.

I setup a Downtime on a device but I was able to bypass it for 15 minutes or longer.

If I desired to use this as a parental control, how could I stop the override?

You would set the user as a child account. Any requests to override will come to you for approval.

You should also note, if they have access to the shortcuts app they can bypass safari altogether, they only need to create a shortcut that opens the desired webpage within the shortcuts app, (I’ve tested this and I am currently bypassing my self imposed screen time). They could input any webpage and it would load as normal except within the app.
