iPhone Caller ID not working properly in Mexico

Hi everyone;

I have just changed my iPhone 10xs (iOS 12) to the new iPhone 11pro (iOS 13), I have noticed that when someone calls me it displays the caller ID, however its not linking it to the contact stored in my contacts.

This never happened with prior versions of iOS.

So my contact is stored as:

John Doe

Mobile: +5215512345678

Incomng call caller ID is displayed as:

5512345678

The issue is clearly with the +521 in iOS13, this never happened with prior versions of iOS.

Any Ideas?
