iPhone 6(S)/Plus Can A Newer iPhone set up an older iPhone?

I forgot-

Can an iPhone running iOS 16 set up another iPhone that’s locked to iOS 15? Using Phone to phone transfer.

iPhone 8 is on iOS 16 used to set up a wiped iPhone 6S on iOS 15.

I think not - but thought I’d ask.

If transfer is in the same category as a restore (and I believe it is) then no. You cannot restore a newer version of iOS backup to a phone with an older version of iOS. Transferring, which is your question, would be the same then.
