Can Airtags be given to family as gift?

Meaning if you buy the 4 pack but only need 2 for example, can you activate 2 on your AppleID and give two to someone else? Apple's site and the review's I've read only talk about Family Sharing. I'd imagine this is easy to do as the device would only lock to an AppleID once activated (not tied to the AppleID that ordered it). Thanks.

This is exactly what I'm doing. I ordered a 4 pack. Will only use two and give the other two to family. From what I seen on the reviews, the AirTags are not tied to any AppleID until it's initially paired for the first time.
