I'm capturing old Hi 8 tapes that have horizontal lines at the bottom, possibly from misaligned camera heads.

Is Final Cut Pro x able to remove or maybe cut off the bottom of each frame?

Sure it can. You're changing the aspect ratio of the video, though, if you don't also change the width.

You can do this with something like Handbrake, too.

Are you referring to the crop tool? With photos, holding down the shift key while moving a corner maintains the same aspect ratio. Does that same technique work with FC?

Also, I want to do the same to the entire video. Can I select the whole 2-hr video to make the change for all clips?

Depending on your source footage and output settings, you can also just reframe the clip (pan & scan) to hide the lower portion of the footage.
