iPhone 13 Pro Max Can iPhone still be located even after someone factory resets it?

Story is this, I want to send someone my iPhone, but I did not turn off activation lock since I want to make sure it ends up with my friend and not the "courier" selling it. If they factory reset the phone, can I still see where the phone is in the world ?

I will only turn off activation lock remotely after I have ascertained it reached my friend's hands.

part of the factory reset requires your friend to disable activation lock to use it. So you don’t need to worry too much, tho the phone cannot keep reporting their locations without using up all batteries either.
