iPhone 11 Can not find measure app on iPhone

I have never used the measure app. Looked for it today can not find.
I have an iPhone 11 and new iPad Pro with latest ios

Go to the last page of your home pages to the App Library, then type “Measure” into the search field.
Drag the app out of the stupid App Library.
If it’s nowhere to be found, download it again from the App Store.

Mine is in a Utilities folder (same as where the compass is located).

Go to the App Store, in the search bar, type measure and it will show you that either you can download it or show open if it is already on your phone.
