Can not send file to trash

Hello, on a single iMac running 10.14.2, one user can send a file to Trash b.m.o. Applescript.
The other user can only do this by Finder. However the Trashing is invoked from a JAVA program,
so putting 'osascript' to work is mandatory.
Obviously the first user has the privilege to control Finder from Applescript.
On another iMac I have seen macOS asking this permission; I answered YES.
If that permission is NOT asked for, how can I enforce it.
Btw. in System Preferences/Security there is no visible difference between accounts and/or iMacs.

I found that privileges like these can be reset by the Terminal command 'tccutil'.
Does anyone know which service must be reset to enforce a new chance to allow the above operation:

> tccutil reset "SERVICE_UNKNOWN"

I did

> tccutil reset All

A bit rude, but it works; so far no collateral damage experienced.
