Can not sign in with App Store app or iTune Store app

CC was expired so I updated
Signed out of Apple/iCloud then back in the re-started
reset network settings
tried changing time and date to manual set up

I seem to be signed in to Apple and iCloud but just under iCloud where it says App Store and iTunes Store it says OFF, when I click on it after a bit it says "Cannot sign in" try later

Thanks for the link and info HOWEVER it is not clear about EXACT older versions work, says 'some'.

"Some older software versions will no longer support Apple Services like the App Store, Siri, and Maps"

It would seem that ONLY the OS versions mentioned will 'Possibly' not function.

Another poster here said he could still download apps last month w/ iOS9
and
I just checked and downloaded an app with Mavericks 10.9 using the App Store app.
