Ok, I've done the procedure in the Awkward SSH (for Leopard) how-to several times. I've verified that procedure with several other sources. I've covered the gotchas like getting the SSHD from patchstick, and chowning and chmodding all the files, and I've even tried my ssh.plist from both my working leopard intel macbook pro and also tried copying the plist contents from here and the original location in the forums. My files came from a mounted darwin8_i386 image from Apple.
