I can do it on my iMac, but I don’t see the option to do so on my iPad with iOS 15. A Google search reveals no results, so I’m guessing you can’t. (For the curious, I’m saving real-estate listings for homes I like because they disappear once the homes are sold. Webarchive files are cool!)

Maybe Shortcuts.

Whipped this up and it created a webarchive. Have not pulled it up on non-iOS so not sure if images came along, but judging by size, look to be there.

A starting point.

Might also check other browsers to see if anything there to get the job done.

Just tap "Options" on the share sheet and change the format.

BTW...for some reason the Files app doesn't render webarchive files properly with Quick Look, but they open fine in the third-party Documents app.
