Cannot format 64gb USB stick as APFS?

I have a 16gb stick, worked fine in APFS. However there is no option for the 64gb, only MacOS, FAT, Exfat?

Conversely I cannot choose any other format than APFS now I have formatted the 16gb stick?

I did mine (256GB) through terminal and it worked. Although I think yours may be too small? I remember some limitations, but I could be wrong.
