Cannot play downloaded free content on iPad if no WiFi

I recently subscribed to Apple TV for a year. The other day before leaving for a long-distance trip I downloaded to my iPad Pro (2018)self several episodes of “For All Mankind”. I figured I’d watch the content on the plane. No different than what I do with downloaded Netflix offerings. However, once on board I discovered I could not access the content as I was not connected to WiFi. All I could see were personal videos I had downloaded. It makes no sense to allow the downloading of content to an IOS device yet not be able to access the content when off line. Anyone else encounter this problem?
