Can't Install Ventura

Hi all

I have MacBook Pro 2017. In Venture supported Mac list this MacBook is supported but fact is I can't install Ventura from flash disk.

After boot from flash disk this mark appear.

Does isn't all of Macbook Pro 2017 supported by Ventura ?
