iPhone Can't sign in with App Store app or iTune Store app

- CC was expired so I updated
- Signed out of Apple/iCloud then back in then re-started
- reset network settings
- tried changing time and date to manual set up

I am signed in to Apple and iCloud but just under iCloud where it says App Store and iTunes Store it says OFF, when I click on that after a bit it says "Cannot sign in" try later

iOS12 iPse sign in and download works fine, both using same wi-fi.
