Short answer: Yes you can.

Long answer: Macbook Pro 13 (2020) comes with 61W charger while Macbook Pro 16 comes with 96W charger. As long as you use your Mac lower than 61W charger that came with Macbook Pro 13 (2020) then it will charge your batter as you use your Mac, just don't expect it to charge as fast as the 96W charger or you may even see battery charge depletion if your Mac has power input deficiency.

yes you can, MBP 13” will draw just enough power as necessary from 96W charger. You can rven use it to charge iPhone/iPad with it without causing any issue.
