I have a lot of spoken audio files that are taking up too much room and I'd like to compress the files.
I'm not sure if ffworks or audacity are the best programs to use and if so any best practices.

Audacity could do it. So could GarageBand. But they're more meant for editing even though they could also achieve this.

If you have it, I'd personally use Compressor. Could also use ffmpeg. It's not very configurable, but if it offers your intended result, the right click "encode" option built into macOS or the equivalent export from QuickTime might also result in more compressed files.
Alternatively I think you can use Adobe's Media Encoder without a CC subscription; That's basically the same as Compressor
