Consistancy not good enough for Panter..how to fix?

I'm trying to install my Panther onto a Powerbook OS X 10.2.8...Now, I skipped the installation disk check and it went to the Checking the Disk Consistancy thingy..and it never works. So I tried to fix the Permissions, and it still doesn't work.
Anyone with the same trouble?
Anyone know how to fix it?

Try repairing the disk with DiskUtility.

I already did that...Have any other suggestions?
