Contact Photos Not Loading, nor can I add any

Just had to make a new iCloud account since I'm (hopefully temporarily) locked out my other.

I restored a copy of the contacts that I had saved, but the images aren't loading. Adding an image shows it for a brief second before it deletes itself.

The photos I've added on iOS (iOS 9) are also not syncing to my contacts.

Help?

I think that's a bug... Or not... You maybe can't...
