Mail.app is a standard POP/SMTP/IMAP mail application.

It's very similar to Outlook Express on Mac and PC. It won't talk to a webmail server. You'll have to get SMTP/POP or IMAP access. Mail.com offers smtp/pop at extra cost (not free). I don't think Netscape offers it at all.

i have an inverse question.

is there anyway to disable that nutscrape mail app (mozilla, too).

it screws with my settings, and every time i click a mailto: link, it opens that netscape mail thing instead of mail.app
