All Devices Create PDF from web page preserving links?

Is there any way, from Safari, to convert a web page to PDF, where links in the web page are preserved as clickable links in the PDF? I tried via screenshot and via print preview, but neither seems to preserve links.

This is the iOS subforum, so I meant on iOS devices, specifically on iOS 13.

P.S.: It's possible to use the "Make PDF" shortcut action, which preservers links. However, it seems to render the web page in a separate browser session, because cookie popups appear on the rendered web in the PDF that wouldn't appear in Safari. So that shortcut action is not quite usable.

I tested with PDF Expert on MacRumors front page a few moments ag, and it did save links, albeit not all of the article pictures were included as seen on the front page (in the PDF).

Thanks. Unfortunately it does a pretty poor job of preserving the layout of the web pages I tried. Also the workflow is a bit cumbersome, having to delete the file from PDF Expert after having transferred it to the actual target

I suspect I'm out of luck and there isn't a good solution for what I'm looking for. Unless maybe there's an alternative browser I could quickly switch to from Safari and that would have a better PDF sharing/export option.
