I have an annoying issue (and had this for a while on a couple of different Macs and different O/S versions).
After a few hours of work, mostly in Electron apps (Figma, Miro, etc.) the cursor stops changing when hovering over resizing handles, using different tools.
It also affects Chrome as the cursor doesn't change into a hand when hovering on web links.
It seems to affect applications like Illustrator as well, in a less severe way.
Only way to resolve this is to restart.
I do use logitech Craft Keyboard and MX3 Mouse connected via Logitech dongle to the Mac.
Mac Studio Ventura 13.2.1 (22D68), but I've had this also on previous Intel Mac mini i7 and 2020 MacBook Pro M1.
