All Devices Dark mode not changing if on phone?

Hi all
If I happen to be using my phone at the switchover from sunrise to sunset, my phone won’t change to dark mode automatically. If I’m not on it at the time it will change. This has happened every single time.

I experience this as well. If I have Dark Mode to turn on at 7:30, and have the screen display on, it won't switch over until the screen is locked. This has been happening on my SE in every beta and I'm not sure if this is a bug or just how the feature works (since it's new).

Do you have Location Services on?

System Customization: Your iPhone will customize system appearance, behaviors, and settings using your current location, for example by automatically enabling Smart Charging when you are at home. This customization data does not leave your device.

This feature is in System Services under Location Services.
