Delete from iCloud but not iPhone?

this is a two part question:

When I log onto iCloud on my computer, and delete information, like from the notes app, or info from calendars, it also deletes it from my iPhone.

1.
How can I delete from iCloud without it deleting from my iPhone?

2.
How can I un-merge an app from iCloud and make sure the data is unaffected on my iPhone?

(Basically, I want to merge an app with iCloud temporarily, store info on iCloud temporarily, then take the info off of iCloud and un-merge the app from iCloud, and keep the data on my phone.)
