As title says

Did Apple ever produced Mac Pro late 2013 with E5-2690 V2 CPU?

E5-2690 V2 must be a custom upgrade. As far as i can tell, Apple only offered 4 CPU choices officially
E5-1620v2 - 3.7 Ghz 4 core
E5-1650v2 - 3.5 Ghz 6 core
E5-1680v2 - 3.0 Ghz 8 core
E5-2697v2 - 2.7 Ghz 12 core

No brand new with 3 year apple warranty!

I newer heard for this model from Apple?

From the list above it is a 10 core.
What should it be (can't read the 'foreign' language).
So either a typo in the posting or it's not original Apple spec (as sundhar1 says).
If your looking to purchase, ask for a picture of the box, with the spec listing.

There are Trashcans produced in 2020 but just for warranty replacement of
Mac pros produced in 2019

That model is MQGG2LL/A in US. It’s the standard 8 core D700 model that replaced the standard 6 core D500 MD878LL/A in 2017, which likewise replaced the standard 4 core D300 ME253LL/A as the base model.

For some reason Apple hasn’t listed it on their Identify your Mac Pro model page. For the 2013 it should say, “Part Numbers: ME253xx/A, MD878xx/A, MQGG2xx/A

It looks like the description for the item is listed wrong.
The cpu reference is a 10 core.

Yes that is what I like to check ?
Is this a standard 8 core D700 or Unique Apple 10 core D700 ?
90% this is mistake on the store Website but who knows.
