i share an iTunes account with my family and my brother has some pretty terrible taste in music so normally i choose to hide all the purchases not downloaded to my device. it seems iOS 9 changed the location or removed this feature... i have no idea how to only show music that is ON the device.. please help!

the option still shows up in the videos tab in settings (show itunes purchases) but not for music!

For me it's:

Apple Music> Then under library tab you have to press albums> then only offline music. For playlists tab I have to press my playlist> only offline music

this is so annoying... you can't hide/delete previously purchased music anymore. You can only filter it in downloaded music folder. All previously purchased music still shows in the main Library view!
