Diff between downloaded and saved in podcast app

I like to listen to podcasts in apple car play. I have a few issues that I can't seem to resolve.
1. I do not have unlimited on my phone, so I download the podcasts at home. What is the difference between download and save? Many times when I get on the road, I find the podcasts I though I saved/download to my phone won't play. It says I need to enable my phone data plan, which of course I do not want to do.
2. Podcasts downloaded to my phone to show up on apple car play. I can play them from my phone but of course I now have to look at phone while driving.
3. Podcasts I have deleted from phone still show up on apple CarPlay.

Any help will be appreciated.
