HomeKit dim lights if on?

Hello,
Anyone have a suggestion on how to dim lights at a specified time IF they are on? (But not turn them on if they are off?) I have hue lights, so this could be through the Home app, Hue app, IFTTT, Workflow, or... Thanks so much in advance for any ideas!

I tried to do exactly this, to match the screen tinting of iPhone based on time and geolocation... no luck!! Same as
You I wanted it to tint, but not turn on if not already...

Only way so far has been using a Raspberry Pi and some special software..

Supposedly Philips Hue labs has something which would do this, but I think it may turn on the light...
