Every time I come back to the newer macOS versions, I always run into the same issue, which is that this stupid "Privacy" prefpane never works right. An app will try to request permission access, and then tell me that it failed and I need to go into the prefpane to enable it, and then it never shows up in the prefpane, and of course there is no plus button or ability to drag apps into it. I want to just disable the whole feature and give every app all permissions, but I am not sure if there is a way to do that.. Seems that the only way would to even add apps to it be to manually edit the TCC database by hand, which is completely stupid.

Try to reset the TCC database for Automation. From Terminal

tccutil reset AppleEvents
