The list of new features shown at the keynote today said "Redesigned Disk Utility" or something like that. Can anyone show what it looks like in 10.11's new dev preview?

Aye. From the release notes:

Disk Utility

Note
  • System file permissions are automatically protected, and updated during Software Updates. The Repair Permissions function is no longer necessary.

Known Issue
  • Disk Image conversion and a RAID setup assistant are not available in Developer Beta 1.

How do file permissions get changed in the first place? What changes them? I don't fully understand why it becomes an issue.

Sloppy installers are the main source. In nearly all cases repairing permissions is just a placebo that doesn't actually solve whatever problem a user is having.

Yet, it seems to be one of the main things people to do fix any issues they have. Glad it's becoming automatic in 10.11
