Display arrangement is not retained over reboot after upgrade to Catalina

I use a second display with my iMac and I have set it up in the Display preferences under the Arrangement tab like this:

Since I upgraded to macOS Catalina this arrangement is not retained over machine restart. After starting up the machine the arrangement looks always like this:

Changing the arrangement by hand after every startup is cumbersome.

I think the system should retain this setting. Any idea how to fix this?

Somebody gave me the kind advice "to reset the NVRAM". Can the display arrangement be caused by a NVRAM issue?
