We‘re giving my youngest my wife’s 6s to use on WiFi only (wife is getting an 11). Does the 6s need a SIM card to operate on WiFi-only? If so, how do I get a SIM card that won’t be activated on any network?

As already stated, you don't need one.

However, if the phone keeps bugging you for a SIM you can insert an old deactivated SIM. eBay sells old SIMs (deactivated and unusable) for anywhere from pennies to $3 just for this kind of purpose.
