Firstly, I know this is a non-standard setup, and mostly this hasn't bothered me that much, just more of an inconvenience that any time I've searched for the issue, I could never find it. I think it's hard to explain, so I uploaded a YouTube video.
.

3 Monitors A, B, and C

A - 3440x1440 Ultrawide top left
B - 3456x2234 (Scaling as 1728x1117) MBP screen off to the right
C - 1920x1080 portable monitor below A.

So if the Dock is on the MBP or Monitor B, I can only move it to the portable monitor on the bottom of the arrangement. Now once it is there , it will allow me to get it to monitor A by moving my mouse to the bottom right of the screen (bottom right so I can hit the bottom of the screen without going to monitor C)

MacOS Version - 14.2 (23C64)

Some settings screenshots and a diagram(also attached).
If nothing else a bug report to Apple.

I also noticed if I turn the iPad into another screen, you can not get the dock to the ultrawide, which is currently the main montior (changing that doesn't help.) The workaround in the meantime is I just make the iPad "left" of the ultra wide instead of bottom left, and it works as expected.
