If you have the restore DVD for a 1st gen Apple TV - why not reinstall with that?
A Tiger restore DVD for an Intel Mac won't install on that Apple TV.
I see that the Apple TV originally shipped with a special build of 10.4.7 - so you must have that original

added - Of course, I wasn't thinking this through... the Apple TV would not have shipped with anything other than the software that was installed... So, that's your question - how to reinstall.

I would probably try Leopard anyway, as it has code for both PPC and Intel (no worries about an intel version

That "prohibited" symbol tells you that either something about the system is missing, or corrupted, or the system version is not compatible with the Apple TV.
