Carrier Does AT&T Contract effect Upgrade Eligibility?

I am curious if in the system at AT&T if a rep puts the contract to zero does that reset an upgrade eligibility to full upgrade status? Also how does one go about getting the upgrade completely reset in the system where you do not have to order through them or an att store but can go anywhere
