Does iOS 12 fix command tab on the iPad?

This is kind of an obscure thing, but on iOS 11 on the iPad, when you command-tab, the only apps that are shown up are ones that you had launched yourself. Apps that were opened from within another app (think a Google Sheet being opened from Google Drive) do not appear in the command-tab list.

I find this behaviour to be... less than optimal. I’m wondering if it may have been changed in iOS 12?
