I have some devices still on iOS 12 in order to sync apps with iTunes 12.6.5 on Mac. There's been scattered reports that while iTunes 12.6.5 can't directly update devices to iOS 13, once a device is on iOS 13, it can still work with iTunes 12.6.5 including app syncing. Is this still the case for the latest iOS 13.7, ie. is iOS 13.7 fully compatible with iTunes 12.6.5? Do people with iTunes 12.6.5 accept the iTunes Device Support Update that appears when an iOS 13 device is connected? (Presumably those could be iOS 13 drivers.) If iOS 13.7 still works with iTunes 12.6.5 I'll upgrade my devices to iOS 13.7 before iOS 14 is released.

I can only give a partial answer since I am a Windows user. But yes, 12.6.5.3 enables me to manage apps on 13.7 and also on the 14.0 betas.

Did you ever get an answer?

I waited too late -- iOS 14 had already been released. So I had to do a full restore from iOS 12.4.1 to 13.7 on our iPhones. I would love to manage the apps on these iPhones using iTunes 12.6.5 running in Mojave or Catalina.
