Does iOS 8 Safari Sync Top Sites or Favorites?

One thing that has always bothered me was that your favorites are displayed like a top sites-ish feature in iOS 7, but your desktop top sites are not.

Does iOS 8 sync Top Sites or do you just have to align your Favorites and top sites to have a consistent experience?
