By that do you mean you can't upgrade to 11.3 via a download in the iTunes [12.6.4] app and have to do OTA?

If you ask 12.6.4 to update your device then it will say that you need 12.7.

However If you download the IPSW file separately then you can use 12.6.4 to update your device by using Shift+Update. (Windows version)

This has worked for my 6s+ and my X.

Our students love to put passwords on unsupervised devices. You cannot do anything to a lcoked device but wipe it. When attempting to restore and reload ios 11.3 using itunes 12.6.4 the error message says you need itunes 12.7.4 to restore 11.3 -I've written our Apple engineer but this is just stupid.

From my understanding my phone works fine with iTunes 12.7.4 (it's on iOS 11.4) the only issue I've had in the past is my phone getting stuck in recovery mode when trying to downgrade the OS (taking the betas off) but I read that this is a common issue with my phone model.

You should be able to restore device even on iOS 11.3 when you manually download ipsw file.

You did not read and understand what is said so I will summarize. The device is locked. itunes 12.6.4 refuses to install ios 11.3 PERIOD. I have already tried manually downloading and placing the ipsw file on two computers (a mac and a pc) but itunes 12.6.4 REFUSES to install the file onto the device stating it cannot do so that it must be done with itunes 12.7+.

How are you asking iTunes to update the device?

When you connect the iDevice to iTunes it will offer you an update and you should click on Cancel.

On Windows you have to then hold down the Shift key while clicking on Update. iTunes then opens file manager and you have to point it at the ipsw you downloaded earlier. On a Mac I think you have to use the Option key rather than Shift.

BTW - am still on Sierra on all mac and iOS 10.3.3 on all iOS devices

No. It just will not let you to update your iOS device through itunes. All iOS app updates still work fine.

When my wife's iPhone 7 decided to use up the battery at an amazing rate I rebooted it, and it bricked itself.

It was in recovery mode and couldn't be taken out. Fortunately I had a backup from 30 minutes earlier. Unfortunately iTunes 12.6.4 could not restore iOS 11.3.1 and I was going to be forced to update iTunes to 12.7.x to get it done.

I stupidly forgot that I could manually install the ipsw file if I downloaded it myself, and instead blew $$ money on REIboot app for Mac since the free version could not kick it out of recovery mode.

I had to re-install iOS 11.3.1 via REIboot, but it was nice that I didn't have to restore 64GB of her data back to the phone at 2:30AM after the IOS restore, as it was all still there afterwards.

Can anyone confirm that you can indeed install iOS 11.3.1 (restore to factory) using iTunes 12.6.4 and option-clicking on "restore" ??

You can only manually download ipsw and use option or shift key plus restore.
