This may be more IOS than iPhone.

I don't always stare at this screen but recently was just testing client handoff (with my multi access point wifi setup/hardwired/controller based ----not m3sh) and noticed at times, when the phone is locked, I pick it up , it unlocks and I don't see a WiFi signal connected for about 8 seconds or so. I see LTE and then after a few seconds, will the WiFi come up.

Now I know I do get background notifications from apps every now and then.

So this behaviour I see, when it's locked, what exactly is WiFi doing @ this time ?

As I recall, if the phone is plugged in it will generally retain a WiFi connection when it's sleeping. If it's not pugged in and it has a cellular/mobile connection then typically WiFi will disconnect when it is asleep and reconnect once it's woken up.
