Using MacBook Pro 2016 running macOS Mojave 10.14.6

This is a repeatable issue I have when I have a USB-C external HDD mounted. If I sleep the OS (while the external disk is mounted) and then physically unplug the cable from the external HDD, then when I return from sleep and log back in I will have the badge at the top right showing Disk Not Ejected Properly. Only thing is that the "Close" button is unresponsive and the badge will not go away.

Other notifications generated are clickable and will close, but the Disk Not Ejected Properly will stay on top of the view and not go away.

I have to force kill NotificationCenter process (prompting it to restart), and then when the badge comes back it allows me to click it and close the notification.

Any ideas?
