Short answer: No.
Longer answer: Although there is a Mac version of Outlook Express, it is very old and doesn't work on any Mac released since 2006. On the other hand, Microsoft Outlook (not Express) is still available and works on the latest systems, but it is not free.

Why do you not want to use Mail included on every Mac ? For a free email client it is pretty good.
