Music only plays files in your Music/iTunes library. I don't believe it will open arbitrary files from the File manager. However, I wonder if you couldn't get a podcast app to open a folder full of mp3 and play them that way. Might be worth a try with something like Overcast.

playing standard MP3 files can be done using other apps. Lots in the App Store... But the music file has to be stored-put in that app

I’ve played songs stored on iCloud Drive before on my iPhone.

I'm using an app called Melodista for playing downloaded mp3s from Safari. Or files.
