At one point they had distributed a serial number for use by people who had licenses that could no longer be activated online. They're not free apps, per se.
Adobe CS2 was released in April 2005. As far as the OS it will run on: OS X 10.2.8 or 10.3 through 10.3.7, with 10.3.4 listed as the ideal minimum for optimal operation. If you have a Mac released AFTER 2005, it won't run because (I believe) you can't install an OS versionolder than the one that shipped with the Mac.

I have installed Adobe CS6 on Windows 8, Windows 8.1, Windows 10, and Windows 11 and no issues encountered but I am not familiar with installing CS2 on macOS so I guess you can follow their advice to just install it on older versions of OS X/macOS.

Depending on your needs, something like GIMP or Krita might allow you to achieve the same thing you'd be able to on CS2, and they're free and much more modern.
I would also recommend Vectornator as a fantastic free Illustrator alternative, but it only runs on macOS 11

PhotoPea opens and saves PSD files with all the bells and whistles - it's quite impressive, actually. Even opens native Fireworks files. It's great when I am forced to work on a device or machine without any decent image editor.
And it works fine in Safari on iOS.

Why not just look at the 3 Affinity apps, Design, Publisher and Photo. They are cheap, have a perpetual license and work with latest OS and Intel and Apple M chips. No offence but you don't seem all that aware about this software so I doubt you are looking for anything specific that can't be done with the Affinity apps.
