iPhone XS Getting an AC+ Refund when there is a conflict between Citizens and Apple?

Hi

I paid off my Citizens One loan after three months and am therefore eligible for an AC refund.When I contacted Apple they processed a refund to Citizens, because their System had the loan as still active.

However when I contacted Citizens, they said they will not be able to process they refund, because the loan is closed.

Apple is saying it is a Citizens issue. Citizens is saying it is an Apple issue.

A senior administrator in Apple Agreement Administration said I will eventually see the refund, but had no idea when or which side will take responsibility or when.

How do I best resolve this?
