iPad Going To Visit U.K./Scotland from USA

I'm taking along my iPad Pro to Scotland next month. I will be using free Wifi. Can anyone recommend a VPN service that works in the US as well as the U.K.? Recommendations are much appreciated.

Are there any downsides to using a VPN performance wise? Can the service be turned on and off?
