I set apple mail to NOT show all member addresses in a group email, but it shows them anyway. Does it just not work?

I don't see any particular setting for group emails in Mail on Ventura.

If you mean the "Use Smart Addresses" setting…are all of the recipients people that are in your Contacts app along with the particular email address that was used for the email?

As stated already, there is no "Group Email" functionality in Mail. To send a group email, send the email to yourself (whatever email address you're using to send), then add your recipients to the BCC section. This will make everyone's email address hidden and your email the only one to show up on the recipient end.
