Have a NEW 17"... Should I Immediately Upgrade?

Well how long have you had your "New" 17 inch would be the question. Of course panther will ad some new features and possibly improve battery, and other stuff like that. But if it really isn't a big deal for you right away, there is no reason to switch right now.
But if you just got it, I would switch right away and do a clean install. Getting it right away, would mean that you don't really have any personal files or hacks to it, or apps you don't have discs for. It is a once in alife time oppertunity to do a clean install of a new OS and not have to back anything up.
